Everything to know about HLS and the efficiency lever

01What is HLS or Annex SL?
The Harmonised Structure (HLS), formerly Annex SL, is the shared base structure of all modern ISO management system standards. Clauses 4 to 10 use the same numbering in ISO 9001, 27001, 14001, 45001, 50001, 22301 and 27701, and cover about 55 percent of the structural core identically. That is exactly what an integrated management system (IMS) builds on.
02Where do the effort numbers come from?
The estimates are based on typical first-time implementations in mid-market organisations (50 to 500 employees) and are deliberately conservative. Base effort is person-days to certification readiness. hlsOverlapRatio × base effort is the share that can be consolidated via HLS. All values are transparently documented in the downloadable dataset.
03How does Kopexa get to 40 to 60 percent savings?
Two effects combined: first, an IMS consolidates the HLS portion of each framework. Second, sector standards such as NIS2, TISAX, DORA and SOC 2 ride on an ISO 27001 security baseline for around 60 to 70 percent of their technical controls. Kopexa bundles evidence, controls and audit preparation into one platform but does not replace certification bodies or consultants.
04Is NIS2 the same as ISO 27001?
No. NIS2 is a legally binding EU directive for essential and important entities. ISO 27001 is a voluntary certification standard. Technically, Article 21 NIS2 measures overlap roughly 85 percent with ISO 27001. An ISO 27001 certificate does not replace NIS2 compliance, but it is a strong starting point.
05Can I use the data myself?
Yes. The full dataset is licensed under Creative Commons Attribution 4.0 (CC-BY-4.0). You may copy, adapt and even use it commercially as long as you cite Kopexa as the source. Download: /api/tools/compliance-universe/dataset.json.
